Your chart, discovery location, visibility choices and any account verification requirements determine eligibility. The people shown must also fit both members' discovery settings. A complete profile is not a promise of immediate suggestions.
If your list is empty, check your selected current city and reach in discovery settings. A small network may not yet have eligible people nearby. You can share your Cofelt ID with someone you know without waiting for a recommendation.
